On some vehicles equipped with the 4.6L engine, the Front End Accessory Drive (FEAD) belt may hydroplane on the Water Pump pulley when the belt is splashed with water. This may cause the belt to track forward on the tensioner pulley. The belt may then slip off the tensioner pulley.
Verify condition. Replace the Water Pump Pulley and/or Tensioner assembly as necessary. Refer to the following Service Information for details.
Refer to the appropriate Workshop Manual for disassembly and assembly of components.
For Crown Victoria Police and Mustang GT manual built 12/19/2000 to 9/24/01: Replace the Tensioner with XR3Z-6B209-AB and Water Pump Pulley with 3W7Z-8509-AA.

Do not replace the Water Pump Pulley or Water Pump.
