Default Throttle Delay?

Downshift 4th to 2nd and the car takes off, but it doesn't feel like full power until maybe a second later and when it kicks in its rocket. Does anyone know why it takes a second before all the power kicks in?

I had a problem similar to that when I first got my Stang, turned out to be melted plug wires, they were grounding out on the headers. Never hurts to check.
