hey i just installed the chin spoiler recently on my 02 and have some feedback for anyone attempting to do that project themselves.

NO! Dont paint it. Leave it black. As for the other deflector, it stays on. No need to remove it. I didnt like those push pins, and I also lost them. So I went down to the hardware store and got 1/4" 20 thread bolts and matching nuts...all galvanized.
