Default '66 stock steering wheel

Just bought a '66 and am converting back to a stock steering wheel and horn ring. Problem is after putting the steering wheel on there is a small gap between the wheel and the end of the column. Is this normal? Also the horn ring assembly came to me with no assembly directions on the order in which the pieces go together. I have the wheel and ring installed...looks good but the horn doesn't work. I must have the pieces assembled in the wrong order. It was working pryor to conversion.
