What happened was there was two people in the porshe trying to get away. After the driver wrecked the porshe (going to fast around the ramp) eventually he got a head of the police. He let the passenger try to get away in the wrecked porshe, while he carjacked the white car. He drove away acting like nothing had happened. The cops figured it out. Seems like there was a baby in the white car as well, so the cops had to be careful. They caused a road block which backed up the traffic, hense the traffic jam.
