sticky spinners on stock wheels

I have a 2005 mustang v6 with stock rims. there isa little spinner made of three spokes in the middle, but it doesn't spin freely, you have to push it. should I try oiling it up with wd40 or something or is it not supposed to spin when driving.

Lol, yeah they dont actually spin.
I wonder why they are even called that

oh, well at least mine aren't broken or something. although it would be kinda cool in a geeky sort of way to have mini spinners.
