Default sticky spinners on stock wheels

I have a 2005 mustang v6 with stock rims. there isa little spinner made of three spokes in the middle, but it doesn't spin freely, you have to push it. should I try oiling it up with wd40 or something or is it not supposed to spin when driving.

oh, well at least mine aren't broken or something. although it would be kinda cool in a geeky sort of way to have mini spinners.
