does it keel kinda gritty is what you are saying?  if so then you should clay bar and polish it.  the clay bar will take out all the contaminants from the paint, and the polish will smooth out any fine scratches.

any auto parts store should have over the counter clay bar kits for around $14.

If you bought a new bumper, you can try claying it, but I'd bet it's just got crappy paint. Clay will get out embeded dirt that's collected over time. If it's new it won't have a whole lot of dirt (unless you bought it used from someone?)

But yeah, try the clay and see where that gets you. After claying your paint should be smooth as glass.

the best OTC clay bar i have found is at autozone.  its a Clay magic kit, and its only like $11.  It comes with the bar, and the spray lube.  Then after the clay, i would polish them wax.  but make sure you wax, if nothing else.

You shouldn't be using any pressure at all, just use enough to keep it on the bumper.

Use a healthy amount of lubrication.  If you are putting in a lot of labor and getting no results, it's likely that the bumper has been painted by a hack.
