Did the '91-'93 4 cyl mustangs come stock with a roller cam?  If not what is a good one that will increase power a bit?

Yes 91-93 (maybe 90 as well) is roller cam. To get a good upgrade you are looking a couple hundred bucks plus. Don't bother getting an even better cam unless you have the money to spare.

DIS engines got a roller cam (91-93), a good upgrade is a stage 1-2 cam from esslinger or racer walsh

Are these mods necessary if I just want to have a nice decently quick street machine?  I see they have aluminum heads and stuff but is that overkill if I am not racing it?  Would a port and polish job and stock cam be better fitted to that?

Good question, I'm not looking for a racer but something that is zippy.  I know it's limitations as a 4 banger because at a certain point of spending money, the old adage about putting a v8 in it becomes true.  I just want it to have decent acceleration.  I hope that's not too vague, but I also want it to get good gas mileage as I plan on using it as a DD all summer, maybe even all year if I can ever move somewhere halfway warm in the winter.
