Default Brake Lights

I have a 96 and when I hit the brakes the innner bulbs on the taillights don't come on. Is that the way it's supposed to be or do I have a problem. But the bulbs do work.

Which ones? The white ones? All the red areas are suppossed to light up, may be a blown fuse if they're not.
