C4 Transmission

I'm a new member as of today.
I gave my 1967 Mustang, 289 HI Perf (117K miles) to my daughter on her 16th in 1981.  Since she is in the military and in the war zone, I have stored her Mustang in my garage for several years.  Before I put it in storage, the C4 Transmission worked fine and only had about 30K on a hard pack overhaul.  I got it out last week to give it a test run.  The transmission is not shifting into 3rd and is rough from 1st to 2nd.  There is no slippage. I changed the filter and added 6 quarts of fresh fluid.  I also added some TransX.  No change in performance.  I'd like to have it running when she returns from the war zone.
Any suggestions?

sounds like you have something clogged somwere, check the module on the trans , check the linkage, and you should have a vacuum line going to the trans if im not mistaking, so make sure its not clogged/dry rotted from sitting in the garage,
