No, it's not free, but due to the money multiplier it WILL help the economy as long as people don't cash it and put the money under their mattress.
And paying taxes on $600 and paying taxes on whatever you buy with that money is no different than a normal paycheck. This one just happens to come from the government.
If you don't want to spend it, fine. But at least put it in the bank so other people can borrow off of it and spend it.
