Are my rotors bad?

Its hard to see, but does it look very bad because my braking is terrible. So if its not the rotors it must be pads, but I would say both, rotors first tho!

Your pics make it hard to determine but there is some bad wear (on the top of the rotor) in the top pic.

take it to a shop they check it out for free. Thats what i did.
