Question about this chip?

Im not very educated on tuning so bear with me. Do I need a handheld tuner to go along with this chip or is this chip an install and im good to go. http://www.vmptuning.com/store/index.php?p=product&id=140&parent=66 Thanks

One or the other, not both. I would stick with a programmer though, much easier to use and install.
