Yes you can remove them, and yes it will make your car alot louder. This is make sure you dont have emitions test in your state. Here is Cali we are not allowed to take the cats off as we would fail the sniff test.

Its not worth it and think of the NOX that is being produced. Not to say you should go breathing exhaust but when you are in traffic thats what you do.
If you are concerned about sound and power then get high flows. But I do not recomend removing cats.
If you must, here is a soundclip of my 96' after the 2000 splitport swap with shorty headers, BBK O/R X-pipe and no mufflers.

No mufflers sounds horrible, no cats doesn't sound bad. And unless its dumped under the car or something your not going to be breathing much "exhaust".
I have removed my cats. I am actually clearing the honey comb out of them and putting them back on. I have been driving with out any cats or pipes for two weeks now. It is very loud and turns lots of heads. Sounds very good though. I just hope it sounds just as good when I put the cleared out cats back on. I also have magnaflow mufflers. I should have the pipes back on by this weekend and see how they sound. To pass emissions, just get new or used cats put on, pass the emissions, then take the new cats off and put your old set up back on.

From 3k - 4k it sounds kinda raspy, but up top it holds it tone imo. Get longtube headders and you will be happy. lol at recording on the side of a street.
