i just installed a irs restrictor on my car so the rpm would lower faster when i shift
i was wondering if it is badd for my car and will i loose/gain any hp?

 It's not called the IRS, IRS=Independent Rear Suspension. It's called the IAC=Intake air control. I put one on my IAC and didn't notice that much difference. Def nothing to do with HP gain or loss. You really need to disconnect your battery for a few minutes when you do stuff like that so the computer can relearn itself or else it will act funny. Mycar still has it in there.

What is the IAC good for? Does it help you save gas or something???

My IAC got blocked up completely from my cold air and the car kept stalling.

The IAC lets your car idle when the throttle is closed.  It allows air into the engine through a motorized valve to control air flow.
