I just purchased the car 3 days ago.  Its a 05 GT premium & it has the bullet style 17's.  I just noticed today I could see all 20 studs/threads on all 4 wheels.  Closer examination revealed my lugnuts are indeed open faced hex nuts (see link below).  Did FORD put these on my car or did the previous owner?  Do the bullet rims require open lugs?  Are there lug covers that i am missing?  Thanks.

I would guess that the previous owner put those on.

Your bullitts should have the "acorn" lug nuts - somebody swapped them on your car.

I can't find a close up, but I think you can see in this picture:
