my shop would charge in between 400-500 depends if i need to paint or buff the door

I know what your friend is feeling, someone put a nice paint crack in my rear bumper on my MX6, then someone scrapped accross the drivers door, not leaving a dent, or paint marks, but enough force for all the paint to crack
When I DD my mustang I'm bringing a mobile video camera and a velvit red rope so peope notice where the **** they are and I'm watching!
Yeah, along the body lines like that it's gonna need some major prep and a repaint at least. Safest way to get a quality finished job would be to replace the whole fender and paint (which they'll blend most likely) to get it all nice. I don't know the cost of a new fender, but I would guess the total bill is gonna be at least $600, maybe more depending on what the bodyshop's charge there.

i'm sure that covers the cost of a new fender and paint, correct?
new fender no, repair that one yes. if you replace the fender then your gonna need to paint the hood and the door= more money
the fender there can be straightened and repainted without messing with the hood at all

I saw a kid at school in a big SUV do the same dang thing to a lincoln town car. I usually park in a corner of the lot a school where nobody else parks, except for another New Edge GT. Some days I feel lazy and park in the main lot, but I think I'll be parking in the corner from now on just to be safe.

nah its not that bad, but paint and body work is expensive a gallon of clear and the price of base coat is fairly high higher than it was a few years ago
