The job of the police is to maintain the safety of the public, not to be a revenue generator for the city. A warning is considered taking enforcement action just like writing a ticket. IMO officers who write everyone for everything are missing the point of their job and are not using the discretion that they have been given. Did I say this was the gospel? This was a conversation and not a writing of an SOP manual. Cops are always right though... What a tit sausage.
