so i am looking at getting a mustang my mom has a 05gt i am in an 05 cobalt ss/sc right now. There are two mustang svt for sale by me one is a 99 and one is a 00. now i know they are not as good as the 03-04 svt but what is the benafit of getting a 99-00 svt vs a 03-04 regular gt?

You will not find a more stout 4V in a Cobra than and '03-'04. The block is cast iron, and pretty much bullet-proof. That being said, the '99-'00 Cobra is still a 4V aluminum motor with steel sleeves (please, someone correct me if I am wrong) I believe they both have independent rear suspension, and have lots of go-go juice and room for much more. The '03-'04 GT is a 2V motor, no IRS and runs in the nieghborhood of 260 HP at the flywheel. Some other differences that others will know more about than me. Seems to me you will probably want the SVT as you already have an S/C and will appreciate the extra power. The SVT runs closer to 360 (again, correct if wrong) If I were you, I would go Cobra as you will be hard pressed to not be impressed
The only "2000 Cobra" is the Cobra "R" which is a 385hp/385trq 5.4L beast. Only 300 made and all of them are red with a big ass wing on the back and side exhaust exits.

99 Cobra: 4.6L/281ci N/A 320hp/317trq 00 Cobra "R": 5.4L/330ci N/A 385hp/385trq 01 Cobra: 4.6L/281ci N/A 320hp/317trq 03 Cobra: 4.6L/281ci S/C 390hp rated (in fact closer to 425/430hp crank) 04 Cobra: 4.6L/281ci S/C 390hp rated (in fact closer to 425/430hp crank)
I don't know the torque on the 03-04 Cobras. I would imagine it's around 375-390

Get the Cobra if you can find a good one. The 4v breathes much better then the 2v. You will see more gains from the same mods due to that. The transmission is the same crappy one.
On another note, have you ever thought about a Mach 1? 4v motor w/8.8 SRA... the downfall of the Cobras 99 and up are the weak IRS, and the GT is the motor... The Mach 1 gives you both of best worlds imo... Most people say there is a huge ride quality difference between the IRS and SRA, but I had a 03' Cobra with the IRS, and went to a 03' Mach 1, and really I didn't notice much of a difference... just when the rear tire hits a pot hole both tires feel it... that's about it.

if you mean the one down the street is an '01, i wold go with that over the '99.
While the 2001 Cobra shares almost all the same components of the 1999, some changes were made. The changes included:
The engine block was changed from the Teksid block to the Windsor Aluminum Plant or WAP block. The WAP block is regarded to be weaker than the previous Teksid block. Some 2001s received the Teksid, either from the factory or as a replacement motor
Newer revision cylinder heads.
Cobra-specific seats with a combination of leather and alcantara [suede-like microfiber] inserts - 1999 Cobras had normal Mustang seats.
A rear bumper that reads "COBRA", instead of "MUSTANG", as the 1999 Cobra had.
A rear badge on the trunklid was changed to say "SVT" instead of "SVT Cobra" as the 1999 Cobra had.
The wheels for the 1999 and 2001 are 17x8. The '99 & '01 were sold with silver powdercoated aluminum wheels. The 2001 had the option of polished wheels in the same style.
The T-45 transmission in the 1999 model was replaced by the 3650 in the 2001 model.
The IRS halfshafts and differential were changed from 28 splines in 1999 to 31 splines in 2001.
The spoiler was redesigned.
The CD player was upgraded to a 6 disc unit.
The center console and trim were redesigned.
The emergency brake was fitted with a 'boot' of leather to cover the hole in the console where it protrudes.
The headlights were changed from a chrome background to a black background. The newer headlights are sometimes referred a "smoked" or "tinted" but this only refers to the black background. The actual lenses are clear and identical to that of the 1999.
The color of the odometer digits was slightly changed, and the color of the instrument cluster lighting was slightly changed as well.
