meguires quick detailer. Avoid anything with silicone in it..........it dries out what it is applied to

you can clean with any PH balanced all purpose cleaner cut 10:1, or optimum no rinse @ quick detailer strength. to dress you can use justin's silk shine, diluted to what you prefer, or you can get a different water based dressing such as meguiar's hyper dressing, and dilute that.
if its only light dust and/or you're after you can use meguiar's quick interior detailer, or distilled water

Grab yourself a microfiber mitt THEN using whatever solution you prefer, lightly mist the mitt (palm side) with solution...
THEN just use your mitted hand to wipe over whatever surface you want to shine/protect

My Silk Shine Dressing and Optimum Protectant Plus both work great on interior plastics. They both leave a nice clean non-greasy shine, they smell really good too!

I have a few stores that carry my line here in Illinois, other than that you would have to buy online.
