So I take it you'll have WA plates?  Be prepared to get messed with.  I still have Oregon plates on mine (for the same reason basically, plus it's cheaper) and the cops don't like it too much.

So, do you have to have an actual physical address, or can you use a P.O. Box? I want to register my car somewhere where I don't have to smog so I can go balls-to-the-wall with mods. Luckily I have a couple relatives in a county right near mine where they don't have smog laws.

If the cops mess with you, just tell them you're visiting...

I believe in Texas you can have a P.O. Box in another county.  Not all Counties here are smog, but as far as my car, it has my name and my mom's name on it with her address in Oregon.  Since it's in the project process we just tell them "Were rebuilding it for my mom".  They kind of get a weird look on their face when they hear it idle.  They don't know my mom.
