I'm no expert on this subject but from my research I'd say your only option at the 3K price point is Nitrous (actually less than 3K). Good for about 100 HP and much more torque. But of course, its not an all the time thing.
To stay NA and get over 370 RWHP would take a lot more $: Cams + long tubes + stroker kit, overbore, etc. Probably not worth it.

You might be able to close in on 350 with CAI & tune, delete plates, UDP's, LT's... Also, freeing up some HP by weight reduction with a 1 piece drive shaft, rear seat delete...

+1 Cold Air Intake, Underdrive Pulleys, Full Exhaust (long tubes, offroad midpipe or hi flow cats, and a good axelback), Delete Plates, and a dyno tune should get you fairly close. You would obviously need to dyno it to check your numbers anyway so get the tune. It would be fat better than a canned tune...

Oh yeah...... Electric Waterpumps are suppost to be great too. Brenspeed sells a steeda Underdrive Pulley with an electric waterpump. Could hope for 20hp right there....

Full exhaust = LTs, mid pipe, axle back UDPs Delete plates CAI + tune EH20 1pc DS Aluminum flywheel
Cams or heads or stroker. You will only need 1 of these 3 plus above to get over 350whp. Do all 3 plus above and you should be over 400whp. It will cost more than a blower but it can be done.

For 350 to the wheels...you will need either heads or cams IMO.....not going to get there with common bolt ond a dyno tune even.....350 CRANK yes, but not to the wheels
