My neighbor is selling his '03 cobra front bumper to me for $150 which is a deal but we both arent sure if it will fit my '02 v6 mustang. So will it fit?

Actually, it will take modification to make it work.
The 03/04 SVT front waas taller in the middle (the pillars that go up the inside of the headlights) to match a hood leading edge that sat further back. Your hood will shut against it, causing it to rub or not allow proper shutting of the hood.

it would be worth the work. it is very minimal stuff you have to do, if you have to at all. i installed one on an 01 and had no problem. other than that its very easy
I think it is the car that matters not the hood. I have heard of people installing them and not having problems and I have heard of people installing them and having problems. Of course it could just be the people doing the install. lol
