So problems keep popping up.  my block has a chip in it.  it appears that someone tried to hoist the engine using one of the holes from for the timing cover bolts.  the on on the right side (facing the engine).  it sticks out from the block a bit, and goes right over top of the coolant passage.  The result of this was that the upper piece chipped off, leaving the threaded bottom half exposed.  it doesn't appear have to cracked the block any futher than that, though I know you can never tell. 

I know the recommended process is to have it magnafluxed to check for cracks.  fact is, I can't really afford to do all that right now.  My question is, if the only damage done was chipping off that piece (most of which I still have)  can I simply reattach that piece by welding it perhaps or something similar so that the screw can still be inserted to hold on the case?  Thank you for your help.
