RE: Weekend project: painting & installing 1/4 window louvers
everything I've ever painted for my car (mainly engine bay stuff) I've used adhesion promoter, then flexible surface primer (different than regular primer in that it is designed for stuff that flexes - like your louvers), then basecoat, then clearcoat. Have always got my stuff from paintscratch.com. Not sure about the Duplicolor stuff - maybe it acts as both adhesion promoter and flexible surface primer. However you end up painting the louvers, I wouldn't put them on until they've cured for at least a month and you've had a chance to properly compound/polish them to get the clearcoat to shine properly. Easier to do that before you mount them.
