Default 2000 Mustang Gas Tank Issue

Greetings
Starting about 6 months ago, every time I go to get gas the pump shuts off like it’s full. Since I live in Oregon where you can’t pump your own gas, I always have to warn the clerk that it will shut off if it’s in to far or the flow is up to high. But every time they set it and walk away to deal with another costumer, it clicks off and they have to come back to my car over and over again until they finally get it set in that perfect spot.
I don’t have a lot of auto mechanical knowledge, but common sense would say that gas tanks have a hole or a line or something that allows air to circulate and the flow of gas to enter the tank freely. (Like opening up a can of oil, you make 2 holes one to pour from and one for air) so I’m assuming that whatever second hole there is is somehow plugged.

Also, around the time this started, I kept hearing a clunking noise coming from the back center of my car at random times. It’s right about where the gas tank is, and it only seems to do it when the tank is near empty. I think this might have something to do with air pressure as well.

So I’m here to find out if this is something that’s could be easily fixable? Or am I in for a lot of $$ spent if I try to get this taken care of.

When you open your gas cap there should be a pressure release, even if it's only minimal.

It is possible that your vent line is damaged. When your tank gets low, about a gallon or 2, lower your tank and check everything.A few years have a seal issue for the filler neck, so check that too.

So you can't pump your own gas in Oregon? I never knew that.

This happens on my Fox and my V6... but, since I pump my own gas, I don't care enough to figure it out...

Obviously, this doesn't help you, but it does confirm it's not an isolated incident
