Pulley Help!

So i have a 95 5.0 and the pulley that is located directly at the bottom in the middle thats connected to the motor seems like its loose well actually the actual pulley itself isnt loose but the one behind it wobbles and when i turn off the motor it makes kind of a squeeling sound. Now i tried taking out the pulley so i can see if i can maybe tighten that thing behind it but i cant seem to get that middle bolt off cause everytime i turn it the whole pulley turns. What would be the best way to get that off?? And will i be able to tighten the thing behind it?

It sounds to me like your harmonic balancer is toast, remove the crankshaft pulley and electric fan, then remove and replace the balancer. 94/95 mustang's are notorious for this problem.
