 hi  picked up a used set of bucket that have a meldew/mouse smell ... is there any way to neutralize them  ... were going to put them in daughter's car while her's where being done over  .. thanks bob    forgot -they are cloth/vinyl

Coat them LIBERALLY with some household or automotive upholstry foam (Resolve High Traffic Foam is good) and then scrub them vigorously.  Let them dry out over night and that should do it.

It depends where the small is coming from.  If it is just the cloth covering just clean it with some good upholstery cleaner like 303.  However, it could be deep into the foam underneith the cloth which will be a pain in the rear.
