Default Top Hard to get up

We recently purchased a 2003 Mustang convertible for my daughter. She loves the car but it has a slight problem. The top goes down no problem, but seems to have a hard time coming back up. You have to help it get almost half way before it will go on its own. The elderly man we bought it from says it started doing that after sitting untouched for about 3 months. Any suggestions on what to do to fix it?

It could be water in the motors. Ive had that happen. Or it may be a low battery?
