1. Are Hi-Flow Cats emissions legal, for visual inspection?
2. Will you pass inspection with exhaust cut-outs?

I am a certified inspection shop, and we cant tell whether there high flow from a visual so you should be fine. As far as cut outs go we dont recommend these although if the boss isnt near me they will pass, but we have found if you ram a broom stick through your cat it will sound the same plus its a lot cheaper, and if your mom doesnt find the broken broom your in the clear.
