^^^i think he does you'll need a buffer, PC prefferably, you cant get swirls out by hand, only mask them are you sure its swirls you're talking about and not spider webbing? commonly confused.

Bill is right, most swirls require a high speed polisher to correct them along with a good polish/swirl remover. The only swirls you can remove by hand are light ones. The Porter Cable polisher is the way to go for something safe and it will produce excellent results.
