Default 1998 Windstar turn signal problem

The Windstar forum was no help. Hoping to get some suggestions here.

When flipping the lever up to activate the right turn signal, there is a static sound coming from the lever/steering column. The signal does not blink. If the lever is lifted slightly from the off position, the signal blinks. Left turn signal operates correctly when lever is flipped down.

Any ideas what the problem is?

Yea your blinker fluid is low

Sounds like the turn signal stalk itself is worn out or busted..
