Default no brake lights

does the third brake light have to be wired up in order to have the 2 bake lights come on? i tried wiring up a saleen spoiler and i ended up going through a couple fuses. i replaced the brake light fuse and still no brake lights. i have taillights and back-up lights though. also when i turn my car on it takes a few seconds for the gauge lights to come on and the speedo/tach needles to move. anybody have any suggestions on what this might be? i was only working with the 4 wires the came off from the third brake light. thanks, Jim
