I hav a 98 " GT five speed with 66,000 on it. At Norwalk Racway I put up a 14.65@97 mph. Not bad for bone stock GTon street tires.

I just purchaced 24# injectors, a Walbro 190 fuel pump, a Pro-M 87mm mass air flow meter, steeda 1/2 in fuel rails, a Kirban fuel pressure regulator W/guage, Screamin Demon coil packs W/ the Livewires & looms, MAC X pipe & 40 series Flowmasters, cold air kit W/ K&N, and last but not least a pro 5.0 shifter W/ some3:73 gears.

This is my winter project and was wondering how big of a jump this could possibly be for my stang?

This is to be able to feed my pi heads and performance cams going on in the late winter. I am looking to ATI Procharger within the next year to supply my boost. So basically my car is starting the prep course for my 12 sec. project.

I believe you should get in the neighborhood of 30 - 40 rwhp, most of which comes from the x-pipe and mass air meter.

My best friend has a "97" Z28 6 speed. He took his car to the track the same day as me and only pulled a 14.3 out of a car that is supposed to run 13.8.
My goal is to be able to beat him next summer when my car comes out of my shop.
Do you think it will be possible with a set of drag radials?

It should.  I spanked a 94 z28 automatic that had a shift kit and flows.  The only mods i had at the time were k&n and Magnaflow cat-backs but u also got to think that i came with 260 instead of 225 stock but u still should get him with the mods you are going to do.

I put on just the coil packs and wires, short throw, and my X pipe W/ 40 series. WOW, the short throw was nice, the exhaust sounds sweet, but the coil packs are what really did the trick. I felt a huge difference as soon as I hit the gas.
I raced my buddies Z28 and only lost by about a half a cars length. Not bad! Next week is gears. I'm ready for them!
