I live in a city so have to park on the street. My wife and I are looking for a house but it will be a while. There's the background... I have this psycho neighbor that loves to feed birds. This in and of itself is harmless. However he does it excessively on a sidewalk next to cars. The result is a carpet bombing on cars within 200 feet, with collateral damage as far as a block away. When I say carpet bombing, I mean it's not safe to drive the car because your vision through the windsheild is seriously impaired. This happens to me at least once a week. The sky goes dark when this guy does this. Seagulls, pidgeons, starlings, more than you can count. I sometimes need to run my car through the carwash 3x to get it all off. Sometimes there is no other place to park so I'm screwed and need to park on his block. It's getting irritating. Thoughts of bird mass murder cross my mind every time I see this guy doing this in the morning. He dumps about 2lbs of feed a day on the street. If I talk to him about it and he gives me the FU, then I proceed with legal action (dumping rat food on the street is illegal, you are supposed to be using feeders which the rats supposedly can't get to), my car gets keyed or worse. If I say nothing, nothing will happen. My neighbors are also getting fed up with it. It's also kind of mean to report him and start getting him fined without first trying to talk to him. Car covers can do more harm than good if the car has some street grit on it from driving home from work. That thought has crossed my mind. This post isn't so much looking for a solution as a vent of frustration. How can people be such f***ing jackasses? Oh, forgot to mention there's a park 3 blocks away. A huge park. GRRRRRR -Viza

This is a tough one, but the first step would be to contact the athourities, like a civil complaint board or the police. since the guy has no obvious concern for other people's property you could possibly get him fined. a way to get evidence is to stake out the area and get pictures of him in the act of spreading food, since you said that feeding the rats is illegal, he could get slapped with a hefty fine. if your car is getting keyed, you could proceed with sueing him for damage to personal property. you may beable to get your fellow neighbors to sign a petition. Have you tried talking to the landlord of the building, (if you live in an apartment) he certianly must not like the excessive amounts of birdcrap on the sidewalks... if the guy is unreasonable and gives you the old f-bomb, then you may have no choice but to report to the athourites, but if he is reasonable, then there should be no worries. I can only imagine how bad the bird crap must be ( i hate birds) I sometimes keep a little spray bottle with soapy water in my trunk incase I get any "presents" left on my hood. hope this helps (going to college so I can be a cop) -Shelty

Have you considered dressing in all black, gloves, something to cover your head and everything, going out when it's dark in the morning one day, and beating the f-cking sh-t out of him? Like, almost to the point where he's unconscious. And then make a nonchalant remark about him not dumping bird feed everywhere, so he makes the connection. Or if that doesn't float your boat, just pursue getting him charged. Bylaw officers or something? But that will take a long time and he'll just get a small fine and probably won't stop doing it. So, I would seriously consider physical harm in this case. If you're a little bit careful, you can get away with it no problem. Or what about vandalizing his property? Like, if he has a home with a nice flowerbed or lawn or something that he takes good care of, mess it up very badly (pour stuff to burn the lawn, etc etc.) Again, reference the bird seed thing so he makes the connection. Cover the front of his house in eggs? I don't know. Ideally you don't want to handle things in a tit-for-tat kind of way, but by the sounds of things, he's not going to listen to reason, and you aren't going to talk him out of doing what he's doing, so with these people you basically have to get them back in a physical, literal, real-life kind of way. Good luck buddy.

You need to find out if actually feeding birds (rather than rats) is illegal. If it is report it to the police. Either way, I would go ahead and call the police and get them to take a report. If it's not illegal it's going to be a civil, not criminal matter, but you would at least have a police report to back it up if you took it to civil court. If there's several of you who are pissed, you may get a petition together and present it to your city council (or local governing body) and try to get a law passed. If it's not illegal, there's no way he could be arrested for fined. If he's not actually physically damaging your car himself, there's no criminal damage to property. He can't be held criminally liable for birds flying by and pooping, even though he's feeding them, unless there is a law against it. I'm not an attorney, but this is my two cents. My husband is a cop, and I used to work for a district attorney. My advice would be to 1. Attempt to speak with him. 2. File a police report after talking to him. Tell the police you just want to file a report, not press charges (unless it is illegal), just in case it does go to civil court. 3. File a civil suit, but don't expect anything to happen anytime soon. Some civil suits take years to resolve.

LOL, hey start feeding a **** load of cats that live in ur neighborhood, and if u dont have any go get some free stray cats and lets them life outside and eat the birds, i rather have paw prints on my car then bird **** all over, lol, if that fails just sit outside at night in a beater with a .12 gauge and let the birds have it, then who will get the last laugh.
