When buying LCA's, which is better. Tubular or Billet?

Depends on the material, and what you mean by "better".

Tubular or billet what?  Better for what?

From a strength perspective:

Worst:  tubular aluminum
Better:  billet aluminum
Better still:  tubular steel
Best:  billet steel (though I don't think anyone actually makes this)

From an appearance perspective, most people agree that the billet aluminum ones look the best.  However, the LCA is a hard-to-see part so personally I don't think that matters much.

If you want an adjustable LCA, then you are pretty much locked into a tubular design.  Nobody makes billet adjustable LCAs.
