It's natural for this to occur over time, If you don't turn the drums when the shoes are replaced it will accelerate this type of wear.
On the positive side, you actually get more surface area

. Usually though, it makes for a slightly grabby brake.
Have the drums mic'd to see if they can be turned and stay within limits.
BTW: I am a firm believer of doing both sides to maintain equal braking.
