Default how do you fix a rust problem?

i have a '99 mustang and i found a bit of rust in tha trunk area. i dont know how to explain the area, but its a hard place to get to.
anyways, is there a way to fix it without grinding it all out and welding and more sanding?

But seriously, if its in the trunk you could try to sand it a bit and put some of that stop rust spray. I dont remember what is called but Ill look
