what is the darkest tint i would be able to go and be legal?

Pretty much in PA anything beyond factory tint is illegal. You have to allow 70% light to transmit, or in other words, 30% tint is all you can do. Pretty much, the factory tints anywhere from around 27% to 30%.

Although an inspection violation, most inspection shops will actually still pass your car even if you have some tint, as long as you can still see through it. Not getting stopped and measured by the police is definitely questionable... especially depending upon where you live.

i go to school in PA and i had NY plates on at the time... i got pulled over for just having dark tints. they were 15% and i got a $110 ticket. be careful with what you get.
