porting is the easiest to do, essentially what you're doing is increasing the size of the entry (intake) into the head and matching the Intake manifolds ports to the same size as the heads newly ported size. This increase helps to improve/increase the volume of air the intake can well...take in, this in turn forces teh car to throw more fuel during the intake phase thus improving your HP and TQ numbers...many times accross the board.
The over-boring of your engine block should be left to when you have the time to do it right. A cheap way is to bore yoru block out (make the diameter of your cylinders oversized) and use a set of matching over-bored rings) this increases the displacement of the engine. They do make pistons which are made for overbored applications to decrease the likely hood of blow-by and this is the better way to go than just getting bigger rings. Takes more time, money and experience to do overboring.
