alright...once upon a time my dad's brother, my uncle, changed my dad's 4bbl carbuerator in his '66 289 mustang into a 2bbl to save on gas. now, is this true? can you really save on gas by doing this? and if it is...am i losing any power or anything by not having the original 4bbl in it? i only ask because i'm thinking of getting a new carb for my '66. thanks...

smaller carb usually means less flow and less horsepower. Did he change out the manifold to make the swap, or did he just buy a reducer plate? You may have to buy a new 4bbl manifold to switch back depending on what he changed.
For performance, you can't beat a good Autolite 4100 4bbl. If tuned correctly, the gas milage will decrease, but only slightly as the secondaries only open under wide open throttle.
